    the junior sister par is wrong because she was a disciple first she is the senior sister at less it how it normally work for this kind of think the one that entered first is the senior even when he/she is younger.

I think the term you were looking for in reference to this part ” I shall bestow upon your mother the title of ‘Second Rank Court Madam’ ” would be governess with some kind of modifier like “the nation’s governess” for example, which is actually the best I could think of since most terms like a tutor has the modifier of “royal” and the queen dowager would be referred to as “Mother of the nation” much like the queen of England is.

    So the short of it is something like “second ranked governess”.
